getting refund

Question

Seller shipped dishes, half arrived broken. I messaged and the seller sent me a dollar amount to settle and I accepted. Now she is not refunding because she said her account on eBay is frozen. Ebay wants me to download a return label and ship it back to get the refund. This seems crazy, why pay money to ship broken pottery? I am unable to contact eBay, keep getting a loop that brings me back to actually returning the item. How do I get around this and get my refund?

This is what the seller says " I have a person who disputed with their financial institution so all my funds are frozen atm"

@dredscot1 . File a return request case. If the seller doesn't willingly refund you then eBay will require the seller to issue a return shipping label and then refund you 100%. The seller probably doesn't understand how refunds are processed... they have to "float" the refund with their back up payment method for selling costs. I use a credit card. Then once the refund clears your account the original payment is released. Here's what you need to do: Open a return with the reason doesn't match description or photos. The seller pays return shipping for an item that is not as described no matter where they are located.
