Getting paid?
Ok so I made a sale and then I had a death in the family and didn't get a chance to ship the item, now they paid but because my account is "new" they held the funds?? So ebay never initially paid me out and I ended up requesting to just go ahead and refund the money (ebay still had) and they deducted it from another item I sold to completely different buyer which was also on hold, so before I was even paid a cent they took all kinds of fees and took the return from my funds(that I've yet to get at the time) so is it just me or is there something wrong here?? Buyer paid, ebay now has money on hold, I said to refund money to buyer, so they deduct from my money, and where's the money on hold then right????

As a new seller you money would have been held anyway. This is something you should have read up on before selling. How your money is processed.
They didn't take "all kinds of fees", they took the fees stated in the policies pages for Selling Fees.

How did you price your item if you didn't know how much it was going to cost you to sell here?
Refunds are processed from Available funds, not from held funds.
Have you had the buyer fully refunded? Make sure you email your buyer to explain why you needed to refund them. It is likely they will understand. They may even want you to repost it so they can buy it again.
Ebay has had a rule for many years that pertains to New Seller and sellers that have been away from selling for 90+ days. The following is the policy that outlines why you money is likely on hold.
