Getting help when time windows have expired

I'm in the UK and bought a make to order 'buy now' item from a seller in Canada back in April -- they said it would take up to 8 weeks to make.
They set the item as dispatched back in June and EBay sent me a tracking number
The Item appeared to get as far as the International Hub in Canada and then didn't go any further. I thought - it's coming from Canada - might be by ship, it'll take a couple of weeks. Several weeks go by and it still hasn't arrived.
I contacted the seller to request assistance as I didn't know which shipping company they used, they initially responded relatively quickly and said they'd look into it - I chased them again a week later and they replied swiftly to say they were still waiting for a message back from the shipping company.
I then went on holiday. After coming back from holiday life took over and I forgot about the shipping issue for a couple of weeks. I then contacted the seller again, but had no reply
I then contacted them again about a week later but once again got no reply.
I ordered this in April, it's now August and it still hasn't arrived - of course now the item was ordered more than 90 days ago, and more than 30 days since it was marked as shipped - all of EBay's automated reporting options are now closed to me - it won't even find the item when I try to open a case.
There seems no way to talk to an actual person about the issue either. The reporting options expired whilst I was attempting to contact the seller - I made every effort to resolve the issue but am now out of pocket by $200 CAD with no obvious recourse.
Can anyone suggest where I go from here?
