Getting EBay to step in
I ordered an item on March 15th from an USA seller. His ad said he was handicapped and sometimes it takes a little bit longer to ship. So I waited patiently. On April 10, I sent him a request to update me on the status of shipping. I did not receive any reply.
but, when I read the eBay article on how to get eBay help to step in, it does not work for me because there is never the option, when I follow the directions, to ask eBay to step in. It says you have to wait three days before that option appears. Well it has been six days and I still don’t have that option.
what am I doing wrong? Is there a phone number? I can call to speak with a live person at eBay?
I have purchased nearly 800 items on eBay with no issues. I I would appreciate anyone’s advice. Thank you. John

Mentor1 year ago@johnerard. What is the last estimated delivery date? You do have to open the refund request no later than 30 days after the last estimated delivery date.
Once you open the request then you can ask eBay to step in and help on the 4th business day.

Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late.

4 business days after you file the refund request ask eBay to step in and help if the seller has not refunded you.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.

You only have to wait one day past the original estimated delivery date and file a claim that you have not received your item. You do this via the item in your Purchase history. Follow the steps in the claim. You do not need to be in contact with the Seller during this process.
The Seller may be trying to string you out past the 30 days that eBay protects you on the purchase.
