Getting action thru the eBay system on a non-delivered item as a buyer to bypass the circular loop
Encountered my first issue with eBay in over 10 years with not receiving an item. The UPS confirmation shows delivery was made to a front porch that isn't my house, nor any of my neighbors on my street for 7 blocks. The buyer & eBay keep parroting the info shown in the eBay system as 'delivered,' and informing that I should check around for it. I've done that and even sent a photo of my front porch which is NOTHING like the UPS photo to back up my case.
The topper, is the UPS delivery confirmation was updated 2 days AFTER the supposed delivery. I've gotten packages delivered to this address for over 5 years, and USPS, FedEx and even UPS have all provided timely updates of package delivery confirmations within a couple of hours of the actual delivery. Item isn't all that expensive, but it was a gift, which is why I was hoping the package would turn up in a few days.
I'm tired of messing with this, and with so much of the eBay platform automated, I'm caught up in the circular loop of shampoo. rinse. repeat. I can't provide any additional info or prod a refund along (item was a one-off from the seller) through eBay. E-businesses will rue the day when customers rise up and say 'no more--we deserve some basic service and way to contact a human being, rather than clicking drop-downs and chasing notes and winding up back at square one with your problem still sitting there, unresolved.

I'm sorry that happened.
1) First, call the UPS to see if the tracking number label contained your name and your address.
a) If your name and correct address were on the label, ask UPS to review the GPS on the delivery, retrieve the item from the wrong house, and deliver it to you.
b) If your name and address weren't on that label, ask the UPS if they will put this in writing. Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:
FOR UPS:
You can usually find the weight and other details for UPS here:
https://www.ups.com/track?loc=en_US&requester=ST/
then click " Proof of Delivery"
The proof of delivery may have more details about the delivery site, and the weight. Screenshot that.
2) Then, report the seller using this process
https://www.ebay.com/help/action?topicid=4022
Important, select "The seller has violated one of eBay’s policies"
then "Other"
Explain that the seller is using fake USPS tracking numbers
Include these phrases
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Finally, contact Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Request a refund.
Use the Customer Service that is on social media this way:
Just sent a private message to the page. Explain you have a fake or false tracking number situation.
Let me know how this goes, I've been burned a few times myself (including on Amazon), but I have been able to get a refund following this process.
There are additional steps to take if the above isn't effective, just come back and update me.
