Getting a run around from ebay
I purchased 3 shirts (one item number as listed by seller, 1 lot) the seller shipped 2 shirts ONLY. After contacting the seller 4 times, they have not resolved this issue. Tried telling ebay that only 2 items (of 3) arrived, but they keep giving me the shipping/tracking number from the seller that tracks the 2 items. WE DID RECEIVE THOSE, but seller listed 3 shirts sold at one time and there is one MISSING.

You're having the problems you're having because you filed the wrong claim. When we receive a partial order ... we need to file a 'Return request' (choosing 'Missing parts or pieces' OR 'Doesn't match description or photos' as the reason for the request). You apparently filed an 'Item not received' claim, which automatically is declined when tracking shows that a package has been delivered. [eBay is run mainly by automated processes.]
You still should be able to file the correct claim. Come back and let us know if you have any further problems in filing the Return request.

Since the 3 shirts were sold within 1 listing, you can file a Return Request due to "Item doesn't match description".
