What is the best way for a buyer to get a refund for an item not arrived when ebay money back guarantee does not want to issue a refund?

What happened? Were you too late with requesting a refund?

You have 30 days to file a claim and after 3 full business days you can ask eBay to step in.

Yes I requested a refund one day before the 30 day deadline but was told it was to late.

Maybe your payment issuer can help.
If you used Paypal, it sure does. But without a free return label.
