Seller not providing NEW Product at NEW Price cost. Get their physical address for reporting to State Attny General.

eBay is not going to provide you with the seller's personal information. Here's what to do to get your money back when you receive an item that doesn't match the description...
If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
