gave a shipping refund and got a negative review
I packaged up 4 vintage glasses, the weight was lower and so I was trying to be nice and give the buyer a refund. I filled out the eBay form as to the reason for the refund and "the note to the buyer" thinking that the buyer would read ore receive that from eBay as well. I did not send a message as I was rushing out the door to go to the post office to mail the package and also to a dentist appointment. I forgot to send that extra note last night to him. This morning I open my messages to find a note from the buyer asking if I broke one of the glasses since he didn't understand the refund? He also went ahead and gave me a negative feedback rather than waiting for a reply from me or for investigating the added money back to his account and searching for a tracking number to see if it was shipped Which there is. Ebay has no contact other than email right now and I am really upset. I've sent this buyer 2 messages with no response. I don't understand this kind of response to a nice gesture. What can I do?

Wait for the Buyer to receive the items. Message them again after that explaining that the partial refund you sent was for a shipping discount when you Combined shipping. Let them know that eBay encourages "Trading Partners" (their term for a Buyer and seller on a transaction) to work things out before taking action like leaving less than Positive Feedback. Let them know that perhaps they had bad experiences with other Sellers but your partial refund was part of doing good business and ask if they would consider a Feedback revision form to complete so they can change their Feedback to Positive.
Sellers can send 5 FB Rev forms per year BUT only one per transaction. So you have to get the Buyer to agree to change the FB before sending the form, there is a link on the Negative Feedback for you to send the form. The Buyer would have 10 days to complete it changing the FB to Positive.
If that fails then you can use the Report Buyer link on the transaction and after that try the Feedback removal request: Request to remove feedback
Just go through the above process, there is no quick fix and contacting eBay at this point may not be fruitful. I had a Buyer accidentally leave Neg FB for me once but I could tell he got the wrong Seller. It took a few days to work through the process but they apologized and completed the FB Ref form for me which was nice.
