What should be done if the buyer wants to cancel the order after making payment and the seller does not respond or ship the goods？
I feel like my money was scammed by eBay and the seller together

A cancellation request does not automatically cancel a paid order. The buyer can request cancellation, but the seller has 3 calendar days to accept or decline it. If the order has already been paid and the seller does not respond, the cancellation request closes and the order remains active.
That does not mean your money is lost. If the seller does not ship and the estimated delivery date passes, go to your Purchase History and report that the item has not arrived.

The seller then has 3 business days to provide tracking, delivery information, or a refund. If they still do not resolve it, you can ask eBay to step in under eBay Money Back Guarantee.

I would not assume yet that the seller or eBay has scammed you. Check the order and let us know the purchase date, estimated delivery date, and whether there is any tracking showing.
