It looks like you are a Buyer based on your Feedback history and the Negative Feedbacks you left for Sellers more than a year ago. The Request a call back option is not always available and if your issue is not on the account level you have some options as listed below:

We recently learned that many of the links we post to Request a call back are now simply forwarding members to eBay's Customer Service "How can we help you today?" page (link below). On that page members have to complete numerous choices before being given ways to be in direct contact with eBay. Depending on the subject, representative availability and other factors requesting a call back may or may not be possible. Chat or an email may be provided. If you get a Chat box Type “AGENT in the box. You can also contact eBay through Social Media if you have accounts there.
