Funds on Hold - USPS never updated tracking
I can’t figure out how to resolve this or contact anyone. I sold an item and shipped it via USPS with tracking. The buyer confirmed receipt of the item (via eBay messaging) but the USPS tracking has been stuck on “item is delayed in transit†for two weeks. How do I get eBay to release my payment?

Actually, you are a new Seller and have only sold one item in the last 90 days. Payment holds for new Sellers is common regardless of delivery status. You can read about Payment holds here: Payments on hold | eBay
As far as the USPS tracking issue you can file a Package Trace with USPS in hopes that the tracking will update. But before doing that check tracking on USPS to see if they show it is delivered. If they do and eBay doesn't then the trace request might trigger the system to update.

OP11 months agoI’ve been an eBay member since 1999 with 241 reviews. I’m not a new seller. And as I noted in my question, the payment is on hold specifically because delivery shows as pending due to the tracking not being updated at USPS.

Let me rephrase that, new or low activity Sellers can have their funds held. This is what eBay has advised us, not my rule. As mentioned, file a package trace with USPS to see if the tracking can get updated between eBay and USPS. Does USPS show the package was delivered???
You can also get in contact with eBay although that may or may not yield any results ... additionally, sometimes it takes some time for tracking info to update on eBay.
