Funds on hold due to return
Although I have a non refundable item i sell on ebay, for the first time in 7 years of selling a customer went through ebay complaining item was not as described and demanded a refund. I offered 50%. It has been 31 days and the customer has ignored the offer. I have scrubbed the ebay site to see when the hold will come off to no avail.

As @lady_madonna advised, eBay's Money Back Guarantee overrides your no-refund policy when the item is not as described. If you want the item back, you need to accept the return now, pay for the return shipping label, and you'll owe the buyer a full refund when the item arrives back. If you don't want the item back, you can submit the full refund through the case now.

The buyer was not obligated to accept your partial refund.
Is the return request still open?

What is a "non refundable" item? If you mean the eBay default No return policy it is null and void for a number of reasons eBay provides customers via their Mondey Back Guarantee, you should familiarize yourself with it:
eBay Money Back Guarantee policy
With regard to transactions with issues, eBay will hold funds up to 31 days as a normal practice but they reserve the right to hold longer if the situation, in their eyes, warrants it. I would suggest reaching out to them after Memorial Day on Tuesday via social media:
You can contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.
