Funds on hold because I'm supposedly an infrequent seller
Summary: tone_7168 expressed frustration about eBay holding their funds due to being classified as an infrequent seller, despite having a 100% feedback rating and a top seller status. They mentioned issues with the USPS not properly scanning deliveries, affecting their seller standards. disneyshopper provided advice, suggesting that tone_7168 check their Seller Dashboard metrics and offered links for tracking shipments and potential reimbursement options for unresolved delivery cases.
I have been an eBay seller for 5 years, 100% feedback, top seller rating (at least until the 20th) when apparently, I will be Below standard. I sell sports cards and the majority are sold with ESE in which, nowadays, maybe half of them get scanned properly and actually show delivered on the tracking! All shipping and handling are done within 1 day and all "i did not receive" cases are always refunded (whether I believe them or not}. Starting today, eBay started putting my funds on hold until proof of delivery (when half of them will never show delivered) and the only reason I've found is that I am an infrequent seller. I've probably sold 300-500 cards in the last 6 months. I believe this to be unfair and because of the USPS I will be rated a Below standard seller, when it is simply not true! A long summary to ask How do I remedy this??
Thanks
Todd

300-500 sales in 6 months isn't occasional
The only solution is to increase the denominator - the number of sales
One way to do that is to find something inexpensive to sell and shipped tracked and list it very inexpensively so you sell a number of them quickly. That will raise the denominator and thus lower the percentage of defects.
Example
4 defects/ 100 sales = 4%
4 defects/200 sales = 2%
The other option is to ship some of your $10-$20 cards using Ground Advantage tracking
Figure out the percentage of sales you need to have tracking, and make sure you ship those items Ground Advantage until you get over this hump.
eBay Standard envelopes have limited tracking but there are some tips to improved the scanning.
Your envelopes must be flexible enough to fit around a mug so that they are flexible enough to fit through USPS machinery.
The scanning is done by machines, not a person.
Try dropping your envelopes in the 'metered mail' slot at the post office since those items also go through machinery.

More of your envelopes will be scanned if they are flexible (no rigid top loaders)

The consequences of falling Below Standard can include:
- Your items may be placed lower in search results
- eBay may limit or restrict you from selling on your account and related accounts, or from registering a new account
- Funds from your sales may be held
- You'll be charged a higher percentage rate for final value fees
--- You will be blocked from using the Promoted Listings tool, and will not be able to create new campaigns or edit existing campaigns
- eBay may downgrade your eBay Store to the Basic level if you've been Below Standard for more than 60 days
- You'll be unable to access the partial refund tool

If your account doesn't meet the minimum seller performance standards for the US in the evaluation on the 20th of the month, you'll be charged an additional 6% on the final value fees applicable to sales in the following calendar month. Go to your Seller Dashboard to check your current seller level.
Any additional final value fees will be calculated as a percentage of the total amount of the sale. eBay will indicate which listings are subject to additional fees on your Account Summary.

Let us know, and we'll make suggestions as to what you can do.
The ebay standard envelopes are "read" by the scanners at the sorting machines in the hubs, which is why there are size and thickness requirements. Then they are sent to your local post office for final delivery. That is why they show as DELIVERED several days before actually being delivered to the buyer.
You can try tracking the envelope at any of these sites:

If you have to refund the buyer for an Item Not Delivered case, you can get reimbursed here:
