ALL new and infrequent Sellers will have their funds held for approximately 30 days in the event a Buyer requests a refund. Buyers have 30 days to do that and the Seller needs to have the funds available to cover that.
It appears you have been away from selling for a while and have no recent feedback as a Seller. Once you have several successful sales, eBay will begin to release your funds sooner.
