Question

I won an item in April, a lawn mower and the buyer asked if I could send the money direct into bank account and not through eBay, which I done for the sum of £2000, he then said his account got frozen and can't access funds so won't send mower and will just refund my money which he has not done yet as saying he can't access funds yet, baring in mind this was at very start of April.

Any help appreciated on how to resolve

You are in the UK so some things may differ from the USA but it seems you took the transaction outside of eBay so this has nothing to do with eBay. You got scammed when you decided to not pay through eBay.

In basic terms all you did was send that Seller money outside eBay so you have no protection.

You are asking this question on the eBay USA site. Since you are in the UK you will need to log out of this site and then log onto the eBay UK site and ask the question there. Each eBay site has different rules so we cannot give advise for UK problems.
