I feel that I may have been ripped off by an eBay seller. Very frustrating experience. Now I am completely frustrated with trying to get help from eBay. What do I do now?

We need details in order to help. Did you NOT receive the item you ordered, or did you receive the item but it is Not as Described? With either situation, you file an Item Not Received case or a returns request because Item is not as Described. We can give details for either one.
