Yeeeeaaah, no. The US Postal Service (USPS) does not do that: state that there is a postage due (of any amount) simply because the recipient (you, an eBay buyer) tells them to do it.
Why would any mail recipient want to pay any additional money to receive anything in the mail? Whether it's something they purchased on eBay or a birthday card?

One important question for you: Have you already paid that $2.83 to the post office (USPS) and taken the microSD card into your possession?
If your answer is NO, my suggestion is that you not pay it, refuse delivery, and let the USPS send it back to the seller. Then the seller will have to pay the $2.83 postage shortfall, to the USPS.
However, if the answer is YES, you have already paid $2.83 to the USPS, then the transaction is complete.
You don't really have any binding (legal) options. Unfortunately, the seller is not legally required to reimburse you. IMO, there are good moral and ethical reasons to reimburse you, but eBay cannot force the seller to give you any money back.
You may, however, mention this postage due and/or the seller's misuse of USPS Media Mail when you leave feedback for that seller.
