No, sadly eBay does not provide any free shipping - packaging materials for your eBay store.
However, eBay does have some devalued eBay Branded Supply discounts that they offer specific store levels and if you qualify you will find the discount here: Subscriber discounts - all offers
There is a shopping link too that allows you to see what Branded supplies you can purchase.
The coupons used to have more value compared to item costs but the item costs have risen so high the value of the coupons has dropped and eBay has failed to keep pace with the rising costs and their coupon values.
