When I offer free shipping and the buyer selects shipping with USPS can I change the shipping to UPS to bring down the shipping cost for me?

It should be ok unless the buyer cannot get UPS deliveries at the address provided.
I would not ship UPS unless the buyer agrees. It's always best to follow through with what you stated in the listing. In this case, it sounds like USPS was in the listing and what the buyer selected.
You may want to not give options for shipping methods on your free shipping items.
