Mentor10 months ago@jflynn59 Your listings do already say free shipping. Free first class shipping which is not possible for this type of item. First class shipping is for letters and flats and doesn't have tracking.
You want to ship with tracking so that you have proof of delivery. Ground advantage is the least expensive shipping method for this type of item.

The products that you see free shipping are ones I listed through e bay itself. The ones Iam having trouble with, is the items sent to e bay from printful.

Mentor10 months ago@jflynn59 Have you set up your Business Policies? You need to use Business Polices when linking to another site instead of creating the policies on each listing. You can have as many different shipping policies as you need.
Since it sounds like you only need to free shipping then you just need to create the one shipping policy. A payments and return.
The system will have created some policies that you can delete if you don't want to use them, there may be duplicates.
