I don't use E-Bay much and have not had anything that seemed off till last night. I bid on and won an item listed as having free shipping. I paid for the item in less than an hour and thought everything was ok. This morning the seller sent a message stating that the item would not ship as it did not meet the minimum for shipping. If I did not spend more the item would be canceled and I would be blocked from bidding on that site again. Is this normal for sellers on E-Bay?

No, it is not normal for eBay sellers. The seller in that transaction seems very inexperienced.
eBay does not allow sellers to ask for more money for shipping (or any other reason) after the buyer has paid.
Do not pay any more money.
As the seller stated in his message -- "If I did not spend more the item would be canceled and I would be blocked from bidding on that site again." The seller will cancel the transaction and he will get a defect on his record. Your money will be refunded by eBay.
BTW, the second part of that message, that you "would be blocked from bidding on that site again" -- the whole site, as in all of eBay.com ?? No. One lone seller cannot block or ban any buyer(s) from all of eBay.com.
The worst that could happen is that the seller could add you to his own Blocked Buyers list, which just means you can not buy from him again.
This is not a punishment for you !! You don't want to (try to) buy something again from an eBay seller who is dishonest about the shipping price ("!!!free!!!") shown in his listings.
