3 out of the last 5 purchases on eBay I have bought has supposed to have been free shipping and when I have received the items there was postage due. Sometimes more than the item cost then I have to go to post office to return it. Big hassle. I’m done buying on ebay

To protect your money, the only way to do that is to refuse the shipment. If you accept the item and pay the additional shipping, it is not likely you will get it refunded. But if you refuse the package, while you do lose the product, you will get all your money back.
Once you refuse the package, file an INR [item not received], this will protect your money.
You need to open an INR [Item Not Received] claim.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find this transaction. Look what the estimated time of arrival window is on your purchase. When it is one day past the last date, then file an INR claim.
That will protect you and your money. Follow the instructions that will appear on your screen. All the information will be there.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find the transaction. Look to the right there is likely to be a large blue box you can click on that says Return This Item.

2. Select More actions beside your item and then I didn't receive it.
3. Tick the box beside I want a refund or I want the item.
4. You have the option of adding a message to the seller.
5. Select Send request.

What kind of stuff are we talking about here?
If Sellers print their labels through eBay and the postage is off THEY are supposed to be charged via the APV system between eBay and USPS. I know this system works because I have received credits and charges but never had a customer say postage was due ... THAT is what the A
PV system is for, it avoids delays in delivery and eliminates Postage due.
Those Sellers could intentionally be using either the wrong postage class or paying less and buying their labels online on sites other than eBay. In reviewing their Feedback history, are there any Feedbacks that mention the Postage due issue?

It's not Ebay's fault that the sellers underpaid the postage.
