fraudulent seller
Why will ebay not let me report a seller whom is clearly using shill bidders to run up his auction listings to a price he agrees with? All his auction listings get a bid on them and show as sold but the exact same items are relisted. His feedback does not change, so still trying to figure out how he keeps from probably not paying ebay the end of listing fees.

That is suspicious, but is not proof of shilling. Perhaps there are high bidders that are cancelling or refusing to pay, or the seller has multiple items available.
All listings can be reported using the "?" icon in the lower right if you are using a desktop browser.

Be sure you are using the seller username and not the store name or the report will not be accepted. The seller username is located on the seller's classic feedback page.
