Note the link is about four years old, and some details of reporting may have changed, but that should send you in the right direction.
eBay does not have a public phone number for customer service. The only way to contact eBay is by going to ebay.com and requesting a call back through the Help & Contact page, or through an eBay social media account.

Ebay has not had a direct number to call since 2020 when the Customer Service Agents began working from home.
To speak to an Agent, go to Help and Contact on eBay and request a call back.
