Fraudulent Listing?
If I am selling many new coats that are made in China and I add an expensive US name brand in the listing title like this: "Maxmara Women Loose Large and Medium Length White Goose Down Jacket" to boost views and possibly sell faster, is this OK with Ebay policy? I can't find anything on this.

No, you cannot use keyword spamming to boost views. You'll be reported by angry potential buyers if you aren't caught for the violation by eBay first.
