There is a report button on every listing. eBay has millions of listings and could not possibly monitor every listing. It is up to the buyer to educate themselves about purchases and review sellers' ratings to decide if they want to purchase an item or not. eBay also gives every buyer its eBay Money Back Guarantee. eBay has implemented the Authenticity program for many items such as designer purses, watches, sneakers in an effort to curtail fraudulent listings. Maybe autographs will be next on the agenda.
