Fraudulent buyers
I have a person making an offer on a listing then messaging me that it has to be shipped to a PO Box. Looking at their feedback they all say the exact same thing. How do you report possible fraudulent buyers.

Having your items shipped to a PO box is not fraud. Many buyers do...for safety reason to avoid porch pirates or because USPS does not deliver to their rural area - they have pick up their mail.
If the buyer hasn't paid yet, advise him that he needs to provide that address when he goes through eBay checkout.
If the buyer provided a different address on their payment and now want to change it, below is the way to handle it...
For seller protection, you are required to ship to the address on the payment.
Assuming the member making the request for a change has the same member ID as your buyer, you should cancel the transaction and relist so the buyer can repurchase it, making sure he chooses/adds the correct address at checkout.
If the member ID is different from your buyer's, it's a scammer and you can report that to eBay using the report link in the Actions dropdown in the message.
