Fraudulent Activity
How do you report fraud. ordered an item. Item ID: 397656176682397656176682 Nord Stage Keyboard. Received a KN95 Covid mask - not the Nord keyboard. Seller is now no longer on eBay. Took my money through Apple Pay.
Listing says it was delivered, it was not - a KN95 face mask was delivered, not the Nord Keyboard. I am out almost 3000 dollars. Ebay is very difficult to find the avenue to report fraud.

There’s nothing useful eBay can do with your information at this point in time. eBay already removed the seller from the site … most likely because of learning of their fraudulent activities. There’s nothing more eBay can do.
As odd as it may sound, all you should do is follow the steps @eburtonlab has outlined thoroughly. The process should go quickly … as the seller isn’t around to see your ‘return request’. You should get refunded in full shortly after you ask eBay to step in.
eBay is a ginormous enterprise that is mainly automated. It works best if we ‘follow the dots’ so that the bots rule in our favor automatically.
There’s 2.7 listings on eBay at any time … some of which are inevitably fraudulent. You were unfortunate enough to have purchased from a crook. Now just get your money back as painlessly as possible.

OP6 months agoWhat would I return - the face mask. It was clearly a scam. Ordered and paid for a $2700 Nord Stage 4 Keyboard and received a paper face mask. Then he did not respond and vanished from Ebay with my money. Frustrating that you can not speak with someone, a human being from Ebay. They make it so difficult. Scammer knew what he was doing, made sure he sent me something (paper face mask) so that it looks like I received something. By the time everyone catches up to what is happening - he has my money and is gone.

Yes, you would need to be prepared to return exactly what you received: the face mask.
But you would only need to do that if the seller actually provides return shipping. If the seller is no longer registered, that is unlikely. So if eBay does not refund you outright once you file your "not as described" return, wait three business days and ask eBay to step in and force a refund.
No need to talk to anyone; the process is fairly automatic. eBay will take the money back from the seller if that is possible, and refund you. Unless the seller has been selling for a while and has a very good track record, most large payments are held for up to thirty days, so eBay stands a very good chance of getting the money back from the seller. If not, you will still get a refund, it just comes out of the fees that all sellers pay.

If an item arrives but is not as described, then the buyer can file a "not as described" return within thirty days.

If the seller does not provide for tracked return shipping, refund the buyer directly or refund once tracking shows the item has been returned to the seller, after three business days, the buyer can ask eBay to step in.

eBay's money back guarantee still applies, even if the user is no long registered. Since you received something, you will need to go through the return process, though you may not have to actually return anything if the user cannot provide a return label.
Here is what eBay says:
"What happens if I bought something from a seller who’s been removed from eBay?
If you haven't paid for the item, you won't need to. The item should've been removed from your purchase history. We encourage you to look for a similar item from a different seller.
If you already paid for the item, please follow these steps:
If you receive your item [or anything], but want to return it, you can request a refund."
