If an unauthorized user used my bank card linked to my ebay account to make a purchase through ebay and the order number appears on my bank statement, is there anyway I can be able to use the order number to determine where and who the package was sent to so that I can make a police report against them?

eBay can only help if the unauthorized purchase was made using your own eBay account.
If someone used your card number to make a purchase using a different eBay account, contact your card issuer to dispute the charge and get a new card number issued.
