Fraud Report – Tracking Number Manipulation and Request for Refund & Investigation
Dear eBay Customer Support Team,
I am writing to formally report what I believe to be fraudulent activity involving two separate purchases on my account. Both transactions involve manipulated tracking information and appear to be part of a deliberate scheme by the seller(s). I am requesting a full refund for both orders and that eBay conduct an investigation to prevent this from happening to other buyers.

This item was marked as “delivered,†but it was never delivered to my address. Upon reviewing the tracking details, it appears the package was delivered to a different address within my ZIP code, not to me. This is consistent with a known tracking manipulation tactic, where a seller uses a valid tracking number that does not correspond to the buyer’s actual address.

This second purchase was made intentionally to verify my concerns. The listing stated the item would ship from China, yet the tracking shows it was shipped domestically within the United States and marked as delivered within three business days, which is not possible for an international shipment.
Additionally, I requested cancellation immediately after purchase. The seller canceled my request, did not respond to any of my messages, and then uploaded a tracking number showing delivery from New York to a New York address. I never received this item.
Both sellers’ profiles appear very similar, including usernames beginning with “HH,†which raises further concern that this may be part of an organized or repeated fraud pattern.
I am requesting the following:
- A full refund for both transactions.
- A formal investigation into the seller(s) and associated accounts.
- Appropriate action to prevent this tracking manipulation scheme from affecting other buyers.
I am confident that upon reviewing the tracking details and delivery addresses, eBay will be able to verify that these items were never delivered to me.
