Fraud and scam
on September 18 I have bought a watch from Ebay and once I receive it the watch will never keep time. I have failed for a return and eBay, knowing that the seller is a scam and sells fake products. Allowed the seller to contact me. The seller had convinced me to close the return case and said that he would send me another watch. Not trusting the selling or eBay I took the watch in for repair and the repair technician said that the watch is a replica/a fake. I find it very hard to believe that Ebay will allow a seller to sell fake merchandise on their online service.order # 03-13605-93772, I will file a complaint with Better Business Bureau against Ebay and the seller. If I do not get a refund. Again, I was embarrassed when the technician told me that my watch was a replica and I think it’s wrong for eBay to allow this to continue on. Very bad service from eBay and I will not buy another item from eBay.

If you closed the return, you can't reopen it again on eBay.
I strongly recommend that you file a chargeback using your credit card or Paypal. The seller will pay if you win the chargeback which seems likely.
