-eBay will not do anything
-Did you win an auction and then the Seller cancelled and relisted?
-If you paid and the Seller has not cancelled wait one day past the estimated delivery to file an Item not received claim via the item in your Purchase history, follow the claim instructions that will lead to an eventual refund for you.
