I am sorry this happened. Let me see if I understand
1) You bought and paid for an item
2) Seller has not shipped nor have you received
3) You opened a Return Case and closed it already
4) Seller wants you to leave feedback
DO NOT LEAVE FEEDBACK before your item is in your hands.
If you already opened a return, I am not sure you can open an Item Not Received case... but I want you to try. Please reply back to let us know if you are able to open an Item Not Received case. (Do not close that case until you have a refund or your item)
Here is how to formally request a refund of your full payment when an item doesn't arrive:
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund

3) You can check the status of your case here:

The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund. If the seller doesn't respond after 72 hours, ask eBay to Step In. You must do this before 21 days after the case was opened.

Once you have an Item Not Received case open, you can also report the seller.
REPORT SELLER
Here are some steps to take
1) Advise the seller through eBay messages to stop contacting you.
2) If they have called, block the number on your phone
3) Since you sell as well, you can add him to your blocked bidder list to prevent future purchases. Add the user name here:

You can prevent future messages from a blocked member by selecting
"Don't allow blocked buyers to contact me" in Buyer Rules
Then scroll to the bottom and Save changes

4) Report each alarming eBay message using the 3 dots in the upper right of the messaging
5) If possible, report the seller using https://www.ebay.com/help/buying/resolving-issues-sellers/report-issue-seller?id=4022
Suspicious seller activity
Seller sent threatening or abusive messages
If this option doesn't work, then
6) Report the seller using eBay's social media customer service to get assistance

Just sent a private message to the page explaining what happened.
Again your reporting reason is
They send threatening messages or use abusive or vulgar language
And any other concerning language.
If needed
7) File a police report, then provide a copy of that report to eBay using social media Customer Service.

Reply back once you get your case opened.
If you can't open the case, there is 'Plan B'

Mentor1 month agoThe seller is asking forgood feedback before even shipping the item? I would ignore those messages, and if you do not received your item by the estimated delivery date, I would file an Item Not Received case when the item is at least 1 day past due, but no more than 30 days past due.

OP1 month agoI opened a return by eBay’s request and then was told to cancel return… so I’m in limbo because you cannot use any prompt to get it resolved.

Good grief. You said he was holding your item hostage. If you don't have it, how did you expect to return it. Item Not Received is not a return; the term is self-explanatory, so I won't belabor the point.
