Seller claims item shipped, “moving through UPS system “ no tracking #, Seller no longer a registered EBay seller, can’t contact them ,do I have to wait a month for expected delivery date to file a claim, or can I file now, not sure how to do that? no way to contact EBay just getting an AI generic response from them.

If the seller is no longer registered, you may be able to act sooner. Here is what eBay says:
"What happens if I bought something from a seller who's been removed from eBay?
If you haven't paid for the item, you won't need to. The item should've been removed from your purchase history. We encourage you to look for a similar item from a different seller.
If you already paid for the item, please follow these steps:
If you receive your item, but want to return it, you can request a refund."

Go to your purchase history and find the item, click on the Order details button, and you will see the last estimated delivery date there. If that date has passed by one or more days, go back to your history and use the More actions button. Click on I haven't received it, and follow through to file a dispute. The seller will have 3 days to respond, but because they are no longer registered, they will not be able to, so on day four after filing, go back and open the dispute, and click on the Ask eBay to step in button. A refund from the sellers account will be processed.
