I bought a 250 gallon tote from someone for 4,000 and when I received my order it was 4 55 gallon drums and not the product we agreed on. And the seller circumvented Ebay for payment and is still selling on ebay. Please help

I'm sorry that happened.
Did you pay on eBay or did you pay the seller directly?
A) If you paid the seller through eBay, open a Return Request
The reason could be "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.

Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.

B) If you paid the seller directly
1) You can report the seller here: https://www.ebay.com/help/buying/working-sellers/report-seller-listing?id=4022
Click "Report a seller"
Choose " The seller has violated one of eBay's policies"
Choose "Seller offered to sell a listed item outside of eBay"
Explain that what happened and how you came to pay the seller directly.
2) Then, if you paid the seller directly, I would file a chargeback on my credit card. (don't do this is you paid through eBay, get your money back through eBay, first)
