How is it possible that eBay Motors continues to turn their head on scammers using eBay Motors to lure in victims?

Most of the vehicle scams I have seen were actually posted as ads on other sites like Craigslist or Facebook -- not eBay -- and the actual scam takes place over email using non-reversible payment such as via gift card numbers.

eBay cannot actually prevent anyone from posting an ad on Craigslist or Facebook, or from sending a fake email with a copy of an eBay logo pasted on it asking for gift cards.

The only way to purchase a vehicle on eBay is to sign in to eBay, find the vehicle on eBay and complete the checkout process on eBay, so that the item appears in your Purchase History. Then you typically meet the seller to inspect the vehicle, pay the seller, and collect the keys, title and vehicle.

If you encountered an ad on another site, contact that site to have the ad removed. eBay is not involved with any ads listed on sites other than eBay itself.

Are you talking about listings on ebay motors? Or those listed on another website like Face Book that ebay has no control over?

Since it has nothing to do with Ebay, there isn't much they can do about what goes on at other sites. The best thing buyers can do is report the ad's to the sites they find them on.
