Use the Blue "Report an item you didn't receive" Button on the help page. After you open a case, keep an eye on it. If the seller doesn't respond, you have to Ask eBay to step in to help.

Be sure to check the Estimated Delivery Date first. If it is past the delivery date, open an "item not received" request:

If the seller hasn't responded, or hasn't provided a resolution after 3 business days, you can Ask eBay to step in. You have up to 21 business days from when you opened the original request:
