Mentor2 years agoWilmington, DE is home to several, freight forwarders. Overseas Buyers have their eBay purchases delivered to a freight forwarder and then the forwarder sends it on to them in their country. If the Buyer paid, the Seller is only obligated to ensure successful delivery to the forwarder.

Mentor2 years agoIt is a freight forwarder. It means your buyer is not in the US and is having this shipped to them by a third party. You are only responsible for a delivered stamp to the freight forwarder.
