Formal Complaint Regarding Fraudulent Transaction and Failure to Process Refund
Dear eBay Customer Support,
I am submitting this formal complaint regarding a fraudulent transaction on your platform and eBay’s failure to provide the refund that was promised.
Shortly after completing payment, I attempted to contact the seller and discovered that the seller had already deactivated their account and removed the item listing. It became immediately clear that this was a fraudulent transaction.
I acted without delay and cancelled the transaction within two hours of payment. Despite this, I was informed that the cancellation required confirmation from the seller. Since the seller had already disappeared from the platform, such confirmation was clearly impossible.
I then contacted eBay customer service, where a representative created case reference number 1-5044100037869 and explicitly assured me that I would receive a full refund within three business days.
That deadline has now passed, yet the transaction is still being processed and no refund has been issued.
This is completely unacceptable.
Not only was I exposed to fraud on your platform, but eBay is now continuing to enforce payment on a transaction that was clearly fraudulent and reported immediately. This failure to act contradicts the protections eBay claims to provide to buyers and demonstrates a serious lack of accountability.
I strongly demand:
An immediate full refund
A formal explanation as to why the promised refund was not processed
Confirmation that action has been taken against the fraudulent seller
If this issue is not resolved immediately, I will have no choice but to escalate the matter further through my payment provider and through formal consumer protection channels.
I expect your prompt response and immediate action.

The seller didn't close his account, eBay closed the account because of bad behavior. eBay has already sanctioned the seller by removing him from eBay.
Did you get an item
What sort of case, if any, is open?

OP4 months agoI cancelled the transaction within three hours, why am I being forced to ship the goods?

Buyers can ask for a cancellation, but it's not guaranteed the seller will accept. Sellers aren't required to accept a cancellation even seconds after the order. Many good sellers do. I always do.

If you DIDN'T get the item, you open the Item Not Received Case I described.
I can't see what sort of case, if any, that you have. If you tell me the full situation I can help better.

OP4 months agoIn fact, the seller had already closed the account and removed the product from the listings, so I couldn't contact him at all. That's when I realized I'd been scammed.

I am sorry this happened.
1) You should open an Item Not Received Case, I am not sure that's what the case number is?
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund
-- You have 30 days from the estimated delivery date to open a case)
3) You can check the status of your case here:

The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund. If the seller doesn't respond after 72 hours, ask eBay to Step In. You must do this before 21 days after the case was opened.
If the case is already open, go to https://www.ebay.com/help/ip?topicId=4667 and Ask eBay to Step In
