Foreign transaction fees
I bought tuning forks from a seller that indicated they are from the United States.
after they arrived I was charged a foreign transaction fee. I feel very misled. Do o have any recourse?

Was this fee part of your eBay transaction? Or was it a separate fee charged by your credit card issuer? I have seen the latter when purchasing from an overseas seller.
Check the seller's feedback page to see where the seller's account was registered.
I do not think you will be able to get a refund of that fee unless you are returning the item as "not as described" for a full refund, but you may be able to avoid such surprises in the future.
