A seller can block any user by username for any reason by adding that username to the blocked buyer list.
Sellers can also preemptively block any user with two or more unpaid item cancellations in the last year by setting the Buyer Requirements. As long as a seller waits for four days and then cancels for nonpayment, the buyer account receives an unpaid item cancellation strike.
To avoid unpaid items, a seller can list an item for a fixed price with immediate payment required and avoid auctions and best offers entirely. That way the buyer must complete checkout and pay, or else the item remains listed.
Although at one time it was possible to see the identity of your followers, eBay no longer provides that information. You can see the number of users that have added you to their saved seller lists, but not their identities.

Why do you need to know who is following you?
Followers do not equate with potential buyers. I have many sellers I am following that has nothing to do with potentially buying from them.
Ebay does not allow sellers to know the identities of their followers for privacy purposes.
