Why is my 14ft fishing boat called a vehicle? If I was selling a car, I would understand. But, a boat??

Definition-wise, a boat is a vehicle as is a train, a bicycle, a scooter, a plane, and a spacecraft among other modes of transporting people and/or cargo.
