If you filed an official Return claim of some type like; Doesn't fit, Arrived Damaged, Change my Mind, Item not as described, etc. AND the Seller Accepted the return either manually or automatically then you either are sent a pre-paid shipping label or can print one through the return claim.
If you are just looking to try and return an item without an official claim there is no eBay functionality for that.
