Everyone has a theory, most will say it is because ll payment processors use the transaction total as the basis for fees.
The truth is thy never shared their logic in using the total including tax, but they did reduce the fee %s to account for the fee on the tax. So if you took the tax out of the calculation, the % would most surely go up - the fee in $ would not go down.
