final value fee
Sold an auction for one dollar. Had charged 2 dollars for shipping. They collected 3.08 dollars from the seller and calculated the final value fee from the total collected including shipping. Is this right, I mean can they count the shipping as a final value when it is money collected to pay shipping?

Fees are based on the entire payment from the buyer. That includes shipping and any tax they paid.
There is Zero money to be made here selling items under $10.
A rough measure… make sure the item price and shipping are around $20. That way you can make one or two dollars a sale.
