eBay gets to decide how fees are calculated; you get to decide if you want to use eBay and pay the fee, or don't use eBay and don't pay the fee.
eBay could have calculated the fee a different way, charged a higher percentage and had the fee amount come out the exactly same. Would that be any better?
eBay acts as both a selling venue and a payment collection, and sellers pay fees for both functions. Back when PayPal handled most payment processing it based its fee on the total amount collected from the buyer, as do all payment processors that I am aware of, but eBay based it's "Final Value Fees" on only the price plus shipping fees the buyer paid (years ago it was only on the price but too many sellers evaded the fees by inflating the s/h while deflating the price). When eBay took over both functions it combined both fees into a single fee (which confusingly they continued to call "Final Value Fees") and decided the single fee would be based on the total payment but reduced the rate to lower than the prior total of the two rates.
Would you rather keep track of all the sales tax collected from all the buyers and remit those amounts to each of the buyer's state revenue collecting department? I wouldn't. Having ebay collect those amounts and remitting to the buyers' state revenue service and charging me the FVF for doing that is worth it to not have to keep track of all that.

Because eBay is processing buyer’s ENTIRE payment … including the tax.

Because that is how eBay calculates its fees and that is what you agreed to when you listed an item on eBay.
