filing an insurance claim
I sold an item a month ago, and the package arrived to the buyer with the contents
removed, as documented by the post office. I was given a picure of the torn open
envelope the sports card was supposed to be in. I can't figure how to file the ship coverage insurance
claim. Instruction on ebay don't help.

For a eBay Standard Envelope sale that was damaged, file a claim here

Yes, if this was a inexpensive label (about .70 - 1.32) that you bought from eBay, file the PIP claim.
If you paid $4 or more for Ground Advantage or Priority Mail shipping, file here
https://www.usps.com/help/claims.htm
If you put stamps on an envelope, there's no insurance.
