File a claim with USPS

I shipped an item to a Miami address, probably a drop box. The item says it is delayed. I had to refund the buyer even though I shipped the items. How do I file a claim with USPS?

Go to the sold transaction. Click on the tracking number to be taken to USPS.COM, and look for the link to file an insurance claim.
