eBay charges their fees to sellers, not to buyers. (Not directly to buyers.)
eBay's Final Value Fee (FVF) is a percentage of the total paid by the buyer. The total paid by the buyer will include the item's cost plus, usually, a shipping cost that is shown in the listing, and probably some sales taxes.
eBay also charges a per-order fee of 30 cents when the total paid by the buyer is $10.00 and under.
That per-order fee goes up to 40 cents when the total paid by the buyer is $10.01 and over.
Sellers are allowed to add a handling charge to their shipping policies. That handling charge is included in the shipping price shown to buyers and potential buyers when they open your listings.
It seems that you offer free shipping on a lot of your listings. Successful eBay sellers who offer free shipping have "baked in" a shipping price into the price of the item. Otherwise, those sellers are cutting into any profit they might make on the item's price.
Where do the sales taxes go? Sales taxes are charged by states, counties, cities, etc. (Sales taxes are not a federal function.) Thus, sales taxes go to the state government/taxing authority of the state where the item is delivered. eBay collects the sales taxes, and eBay sends the money to the appropriate state.

If you click on a buyer’s payment in your payment account, you can see everything the buyer paid. The total paid by the buyer is what the fees are based on. So the tax is shown, but then eBay removes the tax and sends it to the buyer’s state.
The buyer pays the shipping/handling that you put in your listing to you. You then buy the label. So it goes into your account as part of the buyer’s payment, then comes out as your label purchase.

Only buyers pay sales tax on their purchases.
